Disclaimer: I was able to loot a Time Lost Fragment twice at the same location (58.98, 80.09). It respawned about 20 minutes after looking for other fragments. I am unsure of the exact respawn timer. The third aged marker will be in Windsong Rise, just to the left of the main altar on the top floor.
