I love this whole scene with Bert, it is lovely to see them happy together and them so considerate of each other and delighted in each other, and to see a softer side of Mary. Banks (as explained in dialogue at the film's climax) arises from the interpretation that Mary Poppins is actually not there to save the children, but to save their father.
